No, I do not endorse the Dow 36,000 in the next 5 to seven years, but later, sure, and if they keep changing the Dow to weed out the weaklings and add to it gorillas, who knows.

As for fiscal responsibilities (I presume budget surpluses), the interesting historical evidence is that periods of federal budgets surpluses have often resulted in bear markets (apparently, the rationale is that the Government takes out of the economy more money than it puts in, and thus a contraction results from this monetary liquidity soaking action).
