I will attempt to. let us assume you are running a particular division with in your company we will omit upper positions and assume we are looking for help in the thirty to sixty thousand dollar range.
If you use a service they dont screen well enough. This amounts to you receiving for an interview a prospective employee who has flown to bermuda and has been working the parts division of a water heater manufacturing plant. Your company is called Bermuda and you are an investment firm looking for a private secretary, it ends up you get some interesting applicants for for the position.

You are limited on funds also as you are trying to make a profit from your business. What is happening is you might be paying one person 36,000 but that person finds a position closer to the area they live for 36,000. So you are in the hire again business which is costly and takes up time as your office has to train their procedure. In housing you have a buyers market now it is an employees market in certain fields.

This creates inflation. Each and every additional dollar a business has to lay out creates additional cost across the board. You might answer that by hiring from other states but the cost of living is high for people coming in from elsewhere so it ends up as being unfair to them and you have to provide other incentives for them to relocate.

Very difficult time for business all I see is inflation and erosion of the buying power of the dollar.
