The most probable scenario around this UBS buy side 'upgrade' is basically the one you paint.

Most probably, UBS portfolio managers, like most buy side managers for very large firms, have a list of stocks on their buy list. Usually this list is updated every day. If a stock drops without a major fundamental reason, usually when it comes within a certain range, the stock pops up on the list.

Some buy side firms undoubtedly have adjusted their targets as Intel has dropped, but I'm pretty sure that most haven't. Thus, Intel has probably had similar 'upgrades' throughout the period that it has dropped. It isn't really major news.

US based analyst! Bob, I don't live in Coffe, La. and I didn't say anything about US based analyst. I live in Europe and trade in Zurich, or Lugano, Switzerland. The information I put in my post was just a piece of privilaged
information I received from a friend. I think if the believe
INTC is a good buy, its a good buy and I don't doubt their judegment. I doubt their practice!

One last thing, I doubt if your trading ethics are followed
on this side of the Atlantic. In Switzerland, insiders trading and privialged information is a normal practice and not considered a crime! Until very recently even trading in Zurich stock market was closed to non-Swiss or non residents with an A residence permit!
