Presently, new immigrants can't vote by law. They can only vote upon becoming naturalized citizens...a process that takes considerable time and involves a citizenship test.

This ain't the place to whine about immigrants soaking up your hard earned cash. Anybody that's studied it has found that immigrants are a net plus to the economy.
