For the past 2 years at least, each time he's been questioned by either the Senate or the House Banking committee what they should do with the surplus, his answer has been,

1. Pay down the surplus.
2. If and only if the political pressure is so enormous it can't be resisted, cut taxes.
3. Over my dead body will you get me to agree to using the surplus for new spending programs.

While 1 and 2 are reasonably close to AG's actual exhortations to Congress, I do admit that I took considerable poetic license in paraphrasing the 3rd option for the surplus.

He may have been citing that gospel longer; it's only the last 2 years that I've listened to Banking Committee Q&As.
