Ah. So they qualify the fab initially, set that as the max point, then never re-peg the theoretical max. Sort of like saying a car has a maximum acceleration, then turbocharging it or boring the cylinders and claiming better than 100% performance.

That's a different concept of "capacity" than when I did manufacturing engineering, but as long as they're consistent with it, I can understand and use it.
