my first guess would be a specialist accumulated stock to deliver, and the cost plus fee averaged out to 15'9 for the client, who took possession in a block trade after the close.

well stated. A large transaction occurred at 15 9/16. Still cheap. I was buying in the 14's and 13's but would NOT consider selling anywhere near current levels.
