To be more precise, it is a reduction in the rate of growth in spending that the Democrats call a spending cut. I have a great editorial cartoon that uses and analogy with Clinton's weight to signify the liberal definition of spending cuts. I still crack up every time I look at it.

It pictures Slick Willy on a scale in his boxers and gym shoes with his gut hanging way over his waistband, wearing a ballcap with the bill out to the side. It goes like this "Right now I weigh 300 pounds. Now, if I had followed my old budget plan, I would have weighed 450 pounds. With my new budget plan, I will only weigh 425 pounds, so I will actually lose 25 pounds!Get it?!!"knc
