I agree with you that minimum wage is a floor. I would bet the percentage earning only minimum wage is very, very low. What an increase in minimum wage does do is to cause the employee making 4.00 over minimum wage to now want another increase to maintain that 4.00 number. So, it is inflationary in that, generally, all wages rise when the minimum wage is increased. It may also contribute to some increase in unemployment in that some employers may choose to try to get by with 1 or 2% fewer employers to keep their payroll in line.
