What about all the times I see ARCA with huge bids? This happens in both directions..

I realize REDI is a known short. Regarding ARCA, the big institutions use them to unload large orders at their disposal. The problem on L2 is when the institutions use ISLD Ecn to flash larger orders on the bid/ask to scare investors, which often times is effective. In addition, they stack fake orders 1/2 to a full point lower to fool investors into believing that is the absolute bottom, only to see them remove their fake order when the price comes in close proximity and vice versa. I'm relying less on L2 and more the Island book. Thanks for your thoughts.
