I meant that you cannot forbid the states to have their own minimum. Now, it seems you are saying that you would simply supercede their minimum. At that point, I would not guarantee that the scattershot effects could be shrugged off, or that the negative impact on employment would be negligible. The main thing is that you are making social policy and then asking employers to pay for it. You think that is fair, because you assume that the employers are merely being cheap. I think it is a market distortion, and would be better handled by socializing the burden through the EITC.
