The same amount of horsepower/watts/work will be required to separate the hydrogen from the oxygen as will be generated in re-combining them ... that's one of the basic laws of thermodynamics, "ain't no free lunch" ... it's no great trick to run a charge through water, the hydrogen comes off the anode and the oxygen comes off the cathode, or vice versa ... an efficient device that does this and collects the gas safely may have uses, but there will be no energy profit [energy in = energy out], quite the opposite actually, every energy transfer has a loss to inefficiency .... back in an hour or so, i'll look up the law ... is there a thread for that one?
