Saddam doesn't need to do this. He is now exporting close to 2 million barrels per day and most of the proceeds go to an escrow account at the UN, since he is not allowed to spend it on anything other than food and medicines. He can stop all exports now and live off the escrow account for sometime -- unless, of course, we lift the limitations on what he can spend the oil money. The Iraqi oil minister hinted the other day that that's exactly what he is going to do, if Clinton releases oil from the strategic oil reserve. Unfortunately for us Saddam is in the driver's seat right now, and will be for sometime to come.
