I apologize because by responding to your post (rather than the one you were responding to), I wasn't clear. I agree with you that Dr. Forrest made very good points and he even spoke of the problem of beauty contests. Ramsey has been concerned over the auction prices. Forrest pointed out--if not an auction, what would be better? I was thinking more of Japan, Europe and even US rather than China. In those markets, just imagine if there had not been auctions, would cdma or Qcom be where it is today? I doubt it. The FCC's attempt to give away spectrum to Nextel is a perfect example.
