While I agree there is a risk of an "october surprise", I think it would be initiated by Saddam..

That would cause oil prices to climb, put pressure on Gore, and could lead to the election of Bush, the son of Saddam's nemisis..

And that could make for an interesting exchange...

If the rumours are true that Saddam has cancer and may be in deteriorating health, he may be trying to dictate his legacy. Lord knows how Saddam thinks, but I think he'd probably rather go out facing Bush than Gore...

Btw, the Russians hardly have the means to fight guerillas in Chechnya, let alone go to war over Iraq...

But they obviously wouldn't be happy..
