WT, I do not think that the municipal markets have either the liquidity nor the safety (remember NY and Orange County) associated with what is required from pension funds and Insurance companies. I think however that you are right, and consistent budget surplus are going to act as retraining elements on the economy's growth and a recession will ensue. A recession surely will blow the budget.

By the way, in recent years, some municipalities and states have been running budget surpluses as well.
