The 0% means that EVERY stock that violates the IL returns to the ACT. With MSFT it did take about 3 years but that was no fair...they've been judged to be a monopoly.
And QCOM did go WAY up even after IL violation but it DID return to the ACT.
There are several useful ways to take advantage of the algorithm. Just knowing a stock fits it is the key. When I bought ADTK due to some screaming technical configurations a while back I got a PM from Blackjack telling me it was over the IL. I got out immediately.
The most useful, IMO, is to NEVER buy a stock that's over the IL. For every QCOM or MSFT that is extremely stubborn about returning to the ACT there's dozens of AINNs and KEIs. Y'know...somebody bought AINN at 28 1/4. Had that person realized what the stock was doing a buy order for 16 1/8 coulda been placed instead.
That's the 2nd most useful thing about it. The ACT gives you advance knowledge of where to expect the price to be in the future to plan for a long position entry.
Thirdly there's the IL itself as a trigger to moniter a stock for a very nice short opportunity. I was asked via IM what I would take as blowoff volume on DGX before it topped out. At the time the 30 day avg. daily volume was just over 200K. I just figured (not very technically oriented there...that gut thing I suppose) 800K would do it. Entry into a short that day or the next day would, of course, still require protective stops...mental or hard depending on your preference. Or you could have waited...like I chose to...for a break below a weekly trendline. You could go with daily trendline breaks...or whatever.
Just knowing that the ACT is ALOT of points lower than the current price makes it a very worthwhile trade to put on.
But I do have to say...I have NEVER seen a stock that violated an IL NOT return to the ACT.
Stocks go up...stocks go down...but if one puts in an ACT and then goes up over the IL...it will go back down to the ACT. 0% fail to do so. ALL IL violators will be prosecuted to the fullest extent of the chart.

This "Delaware" setup gives some good signals.
1. Construct a 13 period RSI.
2. Construct a Linear regression of 4 periods on the RSI.
3. Construct a two sigma bolinger band about that LR
using 13 periods
4. Construct a curve that is the difference of the high
and low bolinger bands.
5. Construct the slope of the LR and notice when it turns
positive with at least a 2% turn.

The signal to watch for is.
A. BB difference is less than 15
B. and the slope of the LR turns upward.

If the LR of the RSI is less than 50 it gives excellant
results, above 50...good results...above 70..a quickie..

The tightening of the BBs indicate that the RSI is in a
meandering range...when the slope of the LR turns upwards.
a breakout is then evident in the price...(about 70% of the
time or at least 50/50)

Let me know what you think of this "Delaware" alert.

before filter about 2% average with 8 plus and 5 neg.
after filter about 2% average with 6 plus and 3 neg.
