Richard, It's just part of an overall corporate culture. One values employees and truly rewards them as human resources; the other regards them as the largest component of the SG&A line. The culture that provides whatever tools, facilities, etc. that will enhance productivity will almost always do better than the culture that creates a negative climate scrimping on everything that the engineers require while the senior management structure gets all the perks. Yes, I can imagine the most valuable resources deciding not to put up with all this crap and searching for a greener pasture.
