If they outlawed shorting, it would simply mean the vast majority of those now losing money, would lose MORE.
The fraud would increase and the yo-yo's buying 20 cent stocks would be taken to the cleaners even sooner. The only question is would they still blame the evil market makers ? Or would they say the SEC is in on it ? ANYTHING but taking responsibility for a LOUSY choice it seems.

Is dancy having a little trouble with reading comprehension? That concept proposal not only says nothing about ending short selling, the comment period is long over.
