Exactly one of the reasons Europe is uncompetitive in today's Economy relative. Punitive actions never succeed over rewards and incentives. Alternative energy sources will be developed, but only when the cost of the status quo is too great, making investment in R&D a worthwhile endeavor (government is not the answer here either). All punitive actions will do is force a lot of companies to relocate to lower cost areas. I guess the next step would then have to be to start raising trade barriers all over again.
