Untapped Salt Domes.
The Gulf is already fairly exploited, although the deeper water areas aren't. The thing to realize is that the Gulf of Mexico is an unusually formation, it had closed off umpteen gillion (20 million? More?) years ago, dried out, and then refilled, hence the salt to make the salt domes. Heck, the border for the continental shelf along much of the Gulf is a salt diapir. There aren't many places where something like that happened, much less on that scale. This is why you have a source for the oil and traps for the oil that are easy to find.
