You don't have to pay capital gains taxes on foreign investments if you live in England?

My understanding is that you do.

you only pay if u repatriate profits. But you can get round that if you spend a certain amount of time out of the country (such a shame).

Rate of tax is whatever tax bracket u r in from a total of earnings. Once u earn above about £30k ($45k) the rate of tax is 40%
