When, if ever, do F and LU become buys (too cheap to ignore)? what do you have to see happen?

I don't expect any short term catalysts to pick these up, but they might make good LT value holds.

Bonus: will QCOM and MSFT ever be let back into the tech mutual funds holdings? And when?

Telecom output -
Well Sprint issued an earnings warning today but the interesting thing is that the Sprint PCS group expects weaker growth too. It seems that its still too early to buy the telecom service providers - however, I do not think that its too late to buy puts or to short the telecom equipment companies.We will see a sharp downturn in spending soon and this will create the risk of a huge baisse market for those stocks.
Despite the bad news for the telecom service companies, I feel that most of them are already cheap and close to their bottom.
