EZPrepaid Announces Distribution Agreement With Smart Talking Wireless
Florida-based Company Targeting College Students With Prepaid Digital
Phones

Melbourne, Fla., Sep 26, 2000 /PRNewswire via COMTEX/ -- EZPrepaid, a wholly
owned subsidiary of Pre-Cell Solutions Inc. (d/b/a/ Dual Point Communications)
(OTC Bulletin Board: TDCM), and Smart Talking Wireless Inc., an independent
wireless products distributor, are combining forces to bring prepaid digital
phones to college campuses across the Sunshine State.

St. Augustine-based Smart Talking Wireless will begin distributing the
EZPrepaid-brand CDMA digital phones through campus bookstores at the University
of Florida (Gainesville), Florida State University (Tallahassee), University of
Central Florida (Orlando), Stetson University (Deland), and Daytona Beach
Community College (Daytona).

"EZPrepaid is a perfect product for college students," said Jack Guberman,
President of Smart Talking Wireless. "Students really like the high-tech digital
phones. This generation highly values all the features that these phones carry
as standard equipment-free voicemail, free long distance, free roaming, caller
ID, and call waiting. And parents enjoy the cost control aspect of no surprise

The new EZPrepaid-brand digital handsets, manufactured by LG SANSYS Inc.,
incorporate unique technology developed by USIntellicom, another wholly owned
subsidiary of Dual Point Communications. This technology allows the user to
purchase wireless airtime through the handset, bringing a new level of
convenience to the prepaid wireless user.

Under Dual Point's arrangement with Sprint PCS, EZPrepaid customers have access
to PCS service anywhere on the Sprint PCS Nationwide Network, serving more than
300 major metropolitan areas.*
