Some consultant on how to put the package together writes a couple of memos to a particular person. You have no idea if it were circulated, or discussed, or in any manner acted upon. What you do know is that many months later the city authority took similar action to that suggested, except that it offered even less money than had been contemplated. Thus, the city did something different from the original suggestion as well. And all of this amounts to what? Innuendo. Since I have no greater knowledge of the particulars, I will leave it at that.........
