Dear Daniel:

Talk about it with California. They are the ones that mandate 4% ZEV in 2003 (now that is a short time). Hydrogen could be argued to be ZEV since fuel cells that generate water could store water until time to refuel (dump). Robotic refueling is not that hard given proper design of tank connections (much work done for cyrogenic liquids to fall back on). It may be easier to start with clean slate as gasoline fueling is dangerous (idiots smoking when fueling occurs every day) and if one could fuel without getting out of car (remember full service or that BTTF movie?), many would take it (especially in Alaska, Lone Rock, or other cold place) gladly.
