THe EV was two energy sources. One is a low power and sustainable power source either hydrox fuel cell (see GE gemicrogen.com for a PEM fuel cell and a hydrogen reformer (extracts hydrogen from either methane (NG) or propane (LP))) or a small high efficiency turbo diesel or turbo wankel IC engine say 40KW (50-55HP). The other is a smart NiCad boost battery (low energy but high power source (rechargeable). The NiCad would recharge when, the car decelerates (regenerative braking) or waits for the stop light to turn green. The burst can be done 5 or more times before recharging is necessary. An alternative is a high tech flywheel with an MG (motor generator) set. This would have many more charge cycles before wearing out (many many thousands) but has lower energy per charge than a 100kg NiCad which can be made to have with smart battery technology as many as 10,000 cycles (100K to 500K miles depending on driving habit (lead foots have to pay more)). Besides, a boost battery could be used as a limp along power source to get you to the nearest fuel station when you run out of gas (pun intended). It could go up to 10 or so miles at low speed (10 - 15MPH).

This is a hybrid car layout. But IMHO, California would regard hydrogen powered fuel cell hybirds as ZEVs.
