BBC MONITORING INTERNATIONAL REPORTS: RUSSIA'S KRASNOYARSK GOVERNOR TO CREATE REGIONAL GOLD RESERVE
BBC Monitoring Service - United Kingdom, Sep 18, 2000, 110 words

Text of report in English by Russian news agency Interfax

Krasnoyarsk, 18th September: Governor of the Krasnoyarsk Territory Aleksandr Lebed has said he plans to create a territorial gold reserve.

He told the bosses of the Territory's mass media on Monday [18th September] that a local gold reserve would be the best guarantee for investors.

"An investor should be involved in deals in silence. He must be taken to a bank, shown gold in a safe and asked whether he is ready to invest his money against this guarantee," said Lebed. He also said that the regional leaders' habit of "dancing in front of investors like monkeys and telling them about their plans" is not effective.
