Depends on the context. If a company has been in the dumps for many years than hires somebody of substance, the stock spikes. I am thinking of NOVL.

In ATHM's case, CEO change comes during a time of rising expectations, not of low expectations. He reiterated his promise that ATHM would hit 3 million subscribers by years end. And he has only been on the job a brief time.

I don't believe this family bullshit. I feel a preannoucement coming on, something like "We will not hit 3 million this December, we may hit 2.5" or osmething like that.
