There are some rules that apply to trading, but I'm not up-to-date on the specifics. The brokers were lobbying to get them changed. I remember something about passive market making and principal transactions. I don't know where the rules stand today. Theoretically, traders are supposed to hear about ratings changes at the same time as everybody else, usually over the squawk box and electronically.
