Anybody got an opinion as to why the Dow has crashed and the Nasdaq is not down all that much?

I am not so concerned with the "should", but am more concerned with what Clinton is likely to do and what the effects might be.

If he does open up the reserves, I think that the republicans will jump all over that (agreeing with bp here) and make political hay with the tactic. I think it would be counter productive to the democratic goals for clinton to do this. Therefore, I don't think he will. I think he will more likely push friendly OPEC members to release more oil.
