Actually, it is quite rational. Reagan got it all going, Bush did okay, although he stumbled, Clinton benefited from the momentum, and the Republicans captured the Congress in the nick of time, before Clinton could spoil things. Fortunately, even before the Republicans took over, the Congress rejected most of Bill's spending initiatives.........
