Oops, I'd missed the footnote. that's what happens when i read and post before 6:00 AM. Too bad, i was looking forward to a discussion with a big government liberal.

I used 25% thinking it was low, but without any hard data, i didn't want to start off with wrong facts and give you some ammo. I really would expect around 50%, as in education, and I am not optimistic that it is getting better.
