Ramsey. Actually it is Hitachi. Here's my translation

Haixin and Hitachi have just signed a CDMA cooperation contract in Qingdao today(9/20). Based on the contract Haixin signed with Qualcomm, which authorizes Haixin as one of the CDMA manufacture, Haixin will cooperate with Hitachi in their marching into CDMA field. This is said to be the very first time that a Chinese enterprise cooperating with a international giant Cooperation in CDMA development.

According to Haixin, the contacts and negotiation with Hitachi started in April. After many exchanges and negotiations, two side reached the agreement to start full scale cooperation in the technology development of WAP, Bluetooth and IMT-2000. Currently Hitachi is talking with Haixin mobile telecommunication Institute to establish a joint research organization and start to invest into Haixin for next generation mobile communication equipment.
