I don't think so. I think this is a misconception.

The post suggests that OEM's are sensitive to costs for low density flash chips and are seeking alternatives such as ROM. I suspect that they mean EEPROM when they use this term, but would appreciate guidance here. I had read earlier that due to the high cost of some low density flash items that OEM's were looking for alternatives.

Siemens announced 6 months ago that their MMC ROM is "cheap as dirt" to manufacture,
but I assumed that these were still flash based.

What exactly are they referring to when they state "ROM" and indicate that this is not a flash memory product?
