I didn't see anything in the announcement that said that it would be a primary drive unit. "United Technologies, based in Hartford, Connecticut, said yesterday that it will demonstrate the world's first gasoline-powered fuel cell with the U.S. Department of Energy." In any event Global Thermoelectric's FC auxiliary unit consists of 4 stacks that can put out about 5kW. To drive a car solely on FCs you need about 70kW, less if batteries are used as a buffer. FCs can be combined just like batteries, so you just add more units for more power. I see no reason GLE couldn't do that, or scale the unit size up. In any event, GLE demonstrated their gasoline FC first, not UT.
