IMO that's doubtful unless the connection isn't as defined as the above. If there is such monkey business going on with the big houses they are sophisticated enough to make sure they comply with the letter of the law. Of course someone like Jonathan Lebed gets caught with much greater ease than an entity with dozens of people with tens of years experience and a law firm that specializes in securities law on retainer. This doesn't mean that enforcement against the more sophisticated is pursued any less vigorously than against those less sophisticated. The guy who murders someone in a drunken rage is more likely to get caught than a professional killer. That doesn't mean that one murder is viewed as more or less serious by investigators, it just means that one murderer is more sophisticated and able to avoid detection easier than the other.
