That's my theory. I wonder if current 820 systems can recognize the lower-power devices and turn off power-juggling. If not, maybe they can spec the lower power requirements into the new lower-cost RDRAM design. They'll require new RDRAM controllers anyway, and those controllers can then be designed to make best use of all the banks available without having to power-juggle.
