If they are not on now what would cause them to join now? Just curious. You sound as though you think you have solved the G* MOU question by inspection. Many non-governmental users who might adopt G* have only just heard of it, and don't make snap decisions; the USG blanket deal was just announced, purchasing takes weeks to months. You get the idea. Does everyone sign up for broadband internet in a neighborhood the day (or even the year) after the service is enabled? No. Will the overwhelming majority of people do so within 2-3 years? Yes.
