NY orders Verizon to improve DSL service for rivals
NEW YORK, Sept 20 (Reuters) - In a move to bolster competition in the high-speed Internet access market, New York state regulators on Wednesday ordered local telephone company Verizon Communications (NYSE:VZ - news) to make available to its rivals the same wholesale high-speed data services that it offers its own data affiliate.

By March 2001, Verizon must make it possible for rivals who lease its telephone lines with the ability to offer voice and data services over a single line, the New York State Public Service Commission (NYSPSC) said. The order only applies to Verizon's operations in New York state.

About 1.1 million New Yorkers receive local telephone service from Verizon's rivals who lease Verizon's network facilities. Until now, these customers would not have access to high-speed Digital Subscriber Line (DSL) Internet service without ordering a separate telephone line.

DSL technology allows Internet and data services to travel over ordinary copper telephone wires.

``More and more businesses and residents are interested in obtaining the capability to transmit data and information at high speed over local telephone lines,'' the NYSPSC said in a statement. ``Our decision today will provide New Yorkers more choices in securing such services.''

In addition to the so-called ``line splitting'' order, the NYSPSC said Verizon also must reduce the time it takes to fill certain customers' DSL service orders and the time it takes to fill competitors' orders to add to certain equipment in Verizon's central offices or switching centres.

Verizon did not immediately return calls seeking comment.
