That depends on how you define disaster. If an economy is threatened by a recession due to soaring energy prices, does that not qualify as a disaster?

My understanding is that the energy problem at the moment is related to supplies of the 'complex' and not crude. Opening the SPR would add crude, but wouldn't have an immediate effect on the other prices. In any case I can't really imagine that $37 oil is an emergency... if that' s the case we're in trouble IMO.
