I'm not sure this isn't just an attempt for Clinton Gore to punish those states which support Bush, those that have a heavy interest in the petroleum industry?

btw, while it may be acceptable to manipulate the price of oil lower for the american people isn't it just a bit to much that they will also be providing a subsidy to Europe?
