I understand.... In this limited circumstance, when it is propounded that we are somehow getting ripped off because the truckers are not paying the bill enough, I just want to point out that there is no special reason to suppose we would not ultimately pay the cost anyway. The method of financing can be highly variable. Yes, the government could give us free gas, but would have to tax other things more heavily to compensate, so what is the point?
