absolutely. The input sensitivity can vary widely, by as much as 2 dB (3 dB is double the amount). Most of hte "bad" phones out there are really poor input recive sensivity. Some phones barely meet spec and others make it by alot. Q always has put headroom into teir phones in this. The QCP-800 had a ton of headroom on this spec.

Some phones like the early MOT Startac and the NOK phones have been notoriously poor performers. It is NOT the pwoer amp that determines max radius, it is input sense that does it.
