I have an account with schwab and it's part of the services available. I don't know if everyone at Schwab has this but those with "Signature Services" accounts do. I pay $14.95 per trade with Schwab. Regular or after hours. It's a special rate for those who trade actively and takes effect after the first 15 or so (don't exactly remember) trades per quarter.

After hours trading at Schwab is just like regular trading. You just click a different button, and limit orders only.
