I think you can solve that divide by 0 thingie with differential equations, if you can figure out what the equation of the two lines might be. :-)

Guessing that diffeqs are out of the realm of reasonableness, I think you should probably just force the minimum in3drsi to 1 (if in3dsri < 1 then in3drsi = 1). The results with only a very few hits probably aren't really that useful anyway?

Another thing you might want to consider is turning the ratio into kind of an oscillator? How about:
If 3dRSI > 0, then 3dRSI/(3dRSI + in3dRSI), else 0.
That'll guarantee results from 0 to 1. Multiply by 100 if you like bigger numbers.
