From an electoral perspective, you might be right, although since he gave up the options, and most controversies have been teapot tempests, I am not sure that he has hurt. An awful lot of people remember his competent and reassuring central role in one of the big triumphs of the Bush administration. It is true that foreign affairs is not on the front burner. It is also true that for a world power, one wants to feel assured that things are "covered"...........
