A simple textbook scaling would predict .18/.13 which is roughly 1.4X. However, simple does not really apply for these highly scaled processes. Most factors tend to reduce the improvement, though some help (copper, dielectric layer improvements). Thus with a broad brush my first order, "back of the envelope", WAGs for P3 1.0->1.4 Ghz and for P4 2->2.8 Ghz (after speed path and other adjustments in 2001/2).
