Sure, after they made fun of Bush, Gore found out real quick.
The fact that anyone would base their opinion of a candidate on such an incident doesn't say much for the electorate. But that's the way it is.

I think Bush was vaguely recalling the name from one of the pre-debate drills, but then he thought:

"Naw, they would not elect a Cretin to be prime minister of Canada. We did, but Canadians are supposed to be smarter than us"

If someone had asked me "What is the Canadian PM's name I would have been able to answer correctly after thinking about it for a few seconds to a minute. However if someone asked me to comment on a statement the PM supposedly said and used the wrong name for the PM and I was concentrateing on making a good response to the comment I likely would have fallen for it, and not have realized the error I was making.
Poutine may be "a fancy french word for a snack made up of fries, cheese and gravy", but few people in the US know that. I took two years of French in HS and I did not know that. (but I never did get good grades in French class). Poutine sounds like it could be the name of a French or French Canadian politician. It would be easy to miss it if you where not paying careful attention and did not expect anyone to try to pull that kindof trick.
