The ~30 million barrels Clinton proposes "loaning" from the SPR is about 5% of the USA's monthly intake. But, as you said, the bottleneck is in the refineries. Yes, a political move, but also a psychological soother. I could care less about the politics, but if this keeps oil below $40/barrel it's a small price to pay. This bodes well for the market next week: Shrugged off Intel warning, oil prices topped out, Euro propped, and the end of quarter tape painting. Over 2 billion Nasdaq shares was very convincing.
